Good laws remain good as long as the people who implement them are good. The provisions should be clear and unambiguous enough not to leave room for enormous discretionary powers to law enforcement. In addition, there should not be any political interference. The use of the police should be considered in implementing counter-terror laws. The employment of the armed forces, which are principally trained to wage war, should be avoided in the maintenance of law and order.
