To escape cultural alienation, economically and militarily weak communities try to protect their identity, values and assets. The enhancement of their identity heritage starts with the safeguarding of their community language since language is an important pillar in the construction of identity. Language policy is one of the competences of the state. It explains the relationship between languages and communities and focuses on the status of languages in public and private teaching/learning, usage, socio-cultural representations and the training of language teachers.
