Complex decision process requires a large number of criteria that needs to be simultaneously measured and evaluated. Many problems are faced by subcontractors during the execution of projects which results in poor subcontractor performance, characterized by poor work quality and low productivity. In order to meet project objectives accurately, the pre-qualification process should be logically complete and feasible to affect the criteria on the predominant project objectives. However, these studies have mainly focusedon selection of subcontracting pre-qualification and selection activities on project specific delivering methods.
