Among the factors examined is relationship stability among case managers, school personnel and caregivers.

Dr. Milbrook received her PsyD from the Adler School of Professional Psychology. She is currently a Vice-President at a full service child welfare agency in Chicago. Her responsibilities include leadership of the Teen Parenting Service Network, a statewide program for pregnant and parenting youth involved in the Child Welfare system in Illinois.
