Dr. Bilky A. Okoh is currently a Business Manager at the Universities of Maryland at Shady Grove in Rockville, MD. USA. She earned her BA from Howard University in 1988; MS degree in Business Administration from the University of Notre Dame in 1990 and the Ph.D. in Organizational Leadership from the University of Maryland Eastern Shore in 2006.
