Nigar Chingiz q.Veliyeva wurde am 14. Februar 1971 in Baku, der Republik Aserbaidschan, geboren. Doktor der Wissenschaften, Professorin für englische Lexikologie. Abteilung der Aserbaidschanischen Universität der Sprachen. Sie war Gutachterin für 77 wissenschaftliche Arbeiten, Leiterin von 21 Dissertationen, wissenschaftliche Herausgeberin von zehn Büchern und offizielle Gegnerin von 30 Dissertationen.
