In Mozambique, the internal quality of training, research and extension in higher education has been decreed by the central government. This normative orientation cannot in itself change reality. This is where the motivation for choosing this research topic comes from, because self-evaluation, defined as a set of rules, mechanisms and procedures operated by the Higher Education Institutions (HEIs) themselves to assess their internal quality, is the starting point for the National System for Evaluation, Accreditation and Quality Assurance in Higher Education. At a time when there is an ever-increasing expansion of HEIs and the need for harmonisation at national, regional and international level, it is necessary to establish mechanisms to guarantee the quality of the services provided. In short, the research concludes that the internal evaluation exercise in HEIs stimulates changes that contribute to raising quality standards, but points out that in self-evaluation practices, the dissemination of the report to the academic community and the respective critical assessment is fundamental and deserves careful preparation in order for an evaluation culture to emerge within the academic community.
