HIROAKI MIYOSHI is Professor of Public Policy and Director of the Institute of Technology, Enterprise and Competiveness at Doshisha University, Japan. Before joining Doshisha University in 2003, he worked at a major private-sector think tank for ten years. His principal research interests lie in the field of the economic analysis of new technology. MASANOBU KII is Associate Professor in the Faculty of Engineering of Kagawa University, Japan. He has conducted various analyses of the impact of public policy in the transportation sector, including fuel economy regulation, public transport policy, and urban land-use planning. His research interests include the sustainability of energy and environment systems.
