Nowadays the global economy is dominated by orthodox economic system and it is well known that Chile was the first hardest Neoliberal experiment around the world. The present research is an attempt to show the reality of the Chilean development stage by clarifying empirically the dynamics of technological progress of the Chilean economy showing the huge importance of considering the long term relation between capital and labour to rich development. Moreover the second part of the book is a theoretical attempt in which the concept of coherent development is created and it is discussed the importance of moving forward a long term vision of development. In doing so, the author emphasize the importance of managing politically the cumulative causation forces which impact negatively the progress toward development. To advance toward coherent development is necessary to attain reasonable value through collective reason. The latter is nothing else than focus on policies attaining social cohesion, consciousness and the compromise to move forwards a new vision of long term development which should be created and validated by all citizens. Moreover is it urgent to create a National System of Innovation (NSI) base on a National Education System (NES) in which the growth and development of SMEs in a sustainable way is necessary. Finally, this new vision of long term development needs to be supported by a new constitution and must consider the NSI and the NES to ensure human rights and human development.
