This book is about a detailed research in the collaboration process of Turkey & Council of Europe (and European Union) language projects. As one of the first member states of CoE in 1949, Turkey has taken part in the projects and the activities from the very beginning of this co-operation. The objectives of 'The Year of European Languages' in 2001 that Turkey collaborated as well, to foster the nations to protect their cultures, linguistic identities and promote the multilingual and multicultural Europe not only for communicating but also sharing their cultural diversity, adopting tolerance, better understanding and respect eachother. This clarifying study presents more than a thousand data about to what extent the objectives of language education programs and curricula in Turkey overlap with the European language projects. The research is on Turkish students' perfomance in English as a foreign language within Common European Framework of References for Languages (CEFR); learning, teaching, assessment; and some other crucial elements which have influence in the TEFL process at upper secondary level education in Turkey.
