Ethiopia is one of the beneficiaries of the trade and investment benefit packages provided by the U.S. government under the AGOA regime. However, Ethiopia is said to have benefited the least from what the opportunity held for all the legible countries. The core problem for the diminished benefits of AGOA for Ethiopia is imputed to problems in the implementation of the Act in the Country. The review of the legislation, the policies and strategies concerning the implementation of AGOA in Ethiopia unveils that very little is done for implementing the Act in the country. In addition to this, looking in to the institutional arrangements for AGOA implementation in the country reveals that the concerned institutions are not paying a coordinated or orchestrated effort to achieve the desired benefits out of the opportunity. The exploration of the challenges on the implementation of AGOA reveals that there are constraints on both the supply-Side (the U.S) and the Demand-side (SSA countries) in the enforcement of the AGOA regime.
