In the 1990s, right after the collapse of the communist regime, the system began to shift to a more decentralized Local Government system. Decentralization reform and local autonomy, are a secure lead to strengthening of the democracy and rule of law and the improvement of the quantity and quality of public services that meet local needs in the most efficient and effective way possible, or in other words will contribute to achieve increasing standards of good governance.
