The situation of forced displacement in which the victims of the armed conflict in Colombia find themselves is addressed by Law 1448 of 2011 with a so-called differential approach. Based on the provisions of the law and the approach, this article aims to answer the following question: How does the municipality of Cajicá manage to provide assistance to victims, from the parameters of the differential approach enshrined in Law 1448 of 2011? The research addressed the problem through the approach called Realistic Evaluation, which consists of a process of formulation and successive refinement of hypotheses to achieve a more realistic approach to the phenomenon. It works through the techniques of information gathering, semi-structured interviews, which allowed the hypothetical rethinking.
