The problem of the attitude of itinerant inspectors favours the distraction of secondary school teachers for the embarrassment of the formulation of operational objectives due to the lack of implementation of their missions. In order to give the inspection report to the competent authorities, the itinerant inspectors must assume administrative functions at three levels: The state, which devotes large sums of money to education, will require that it be informed about what is happening in the schools; For the uniformity of education in all the given school zones, there will have to be an intermediary between the provincial administration and the school management (inspector); and The school organization is based on a set of laws and regulations that require constant technical supervision by the above-mentioned inspector.
