Dan McGovern, former Regional Administrator, Region IX, U.S. Environmental Protection Agency, practices environmental law in San Francisco. Earlier in his career, Mr. McGovern was the General Counsel of the National Oceanic and Atmospheric Administration and the second-ranking legal official in the U.S. State Department.
