A number of fundamental changes, from the definition of war to its actors, from its aims to new tactics and strategies, brought with it significant debates about the subject. With the collapse of the Soviet Union and the removal of the bipolar system, there have been serious internal disturbances, not being among the states in many parts of the Balkans, Caucasus, Central Asia and Africa. These developments have shown that the conflicts that still continue in various regions are departing from the old battles. Therefore, the definition of traditional war has been insufficient to explain new situations. In the new and weak states, as a result of the insufficiency of the state authority, non-state actors are filling up the authority gap that has come to fruition.
