This study addresses the intelligibility of information made available on federal government websites about programs, projects and actions aimed at the common good of Brazilian society. It seeks to analyze whether the existing information on the websites of the Ministry of Planning, Ministry of Finance, Ministry of Social Development, Ministry of Education and Ministry of Health referring to programs, projects and actions in the area of the federal government are intelligible to ordinary citizens who access them, through the Internet, in order to know how the programs are structured, how long the projects will last, how much financial resources will be allocated and what benefits they will provide to society. It proposes a methodology of informational parameters that should be observed in the collection of data that can contribute to the understanding of the meaning of information and data available on websites.

Ha completato il corso di comunicazione AMAN nel 1986. Ha frequentato un corso di amministrazione presso l'Unb dal 1992 al 1998 e un corso post-laurea in psicopedagogia nel 1998 presso l'UFRJ/CEP. Dottorato di ricerca in Scienze dell'Informazione, nel gruppo di ricerca sull'Intelligenza Organizzativa e Competitiva dell'UnB. Attualmente è professore aggiunto presso il Projeção College.
