He implemented the overall pastoral care. All this, within a very difficult context, great geographical challenges, few economic and human resources, reduced clergy and other challenges, as titular bishop he had to do a bit of everything, driver, catechist, rector of the minor seminary, pastoral coordinator, administrator, leader of the liturgical song, excellent writer, dispenser of the sacraments - especially confirmation. This was the beginning of a new history of much love and dedication to the diocese of Bom Jesus, with special zeal for vocations. Monsignor Ramón went through very hard times to create a new, fully native clergy, leaving all the municipalities of the diocese, with a priest, parish house, community center for pastoral work.
