The public agents, producers of the public service, are a resigned victim of a certain psychological violence exercised by the administrative hierarchy. This results in a demotivation of the human resources of the public sector which itself generates a crisis of sustainable development, thus exposing the deficiencies of a public service in decay. It is therefore necessary and urgent to find solutions to this problem, in particular through the implementation of a real public management governance with the elaboration of a national strategy of human resources supported by ministerial organization charts inspired by the new public management and based on the effective practice of internal audit and control.

Dr Ndoh Ndzié Joseph, professor de investigação e inspector orçamental reformado desde 2021. D. em ciências de desenvolvimento aplicadas e uma pós-graduação em literatura francesa, francófona e comparativa. Trabalhou no Ministério da Economia e no Ministério das Finanças nos Camarões.
