According to NCPD (2017), Mombasa County has a worrying transition rate of 34% for students from primary school to secondary school. In-spite of free primary education and efforts to mitigate challenges such as children not attending primary schools due to high cost of uniforms, indirect costs, poverty, insecurity, cultural factors, early pregnancies, long distances to schools, lack of food and water at home, the enrolment, completion and transition rates are still much below the expectation. It is on this basis that the County Government, under the leadership of Hon. Hassan Ali Joho, wants to unleash the deep root cause of the problem through a joint research. The findings of the study will provide policy makers with insights on critical factors in policies formulation. The study will enlighten the teachers, parents and other stakeholders on their role in enhancing the learner's education beyond the primary cycle. The study outcome will assist the government and head teachers onissues of non-access to secondary schools, issues affecting transition and planning.
