This study was carried out with the aim of understanding how, from the point of view of administrative managers, the process of developing the Differentiated Public Procurement Regime (RDC) in the Institutional Bidding Policy of the Federal University of Santa Catarina (UFSC) is constituted. The study was based on a qualitative case study using semi-structured interviews. The results show that the RDC, implemented in 2013 at UFSC, has gone beyond the phase of uncertainty and has come to be seen as a milestone in the institution in terms of cultural change when it comes to contracting engineering works and services, providing greater procedural speed and producing a satisfactory economy. The RDC efficiently fulfilled its role and represented an innovation compared to previous practices.
