This research investigates the significance of ethics to make public administration effective. It discusses the concepts of ethics, public administration and Goulet s perspective on ethics and applies them to study the scenario of ethics in the public administration. This research explores the public administrative ethics of the Government of Bangladesh. This research is based on primary data and traces the causes of the failure of administrative reform, administrative difficulties and corruption. The effectiveness of the administration greatly hampers due to the deterioration of moral judgments among the civil servants and their unwillingness to maintain the code of conduct introduced for them. This research examines the factors accelerating ethical deficits in the administration due to lack of professionalism, poor remuneration and incentive policies, weak institution for ethical enforcement, politicization of civil service, deprofessionalization of the civil service, brain drain problem, lack of ethical training for the civil servants, vetting and noting and decision-making loci.
