This study was a case study conducted in Kasama District at Kasama Municipal Council. The rationale of the study was that, the study will contribute to successful implementation of social service programs by the Kasama Municipal Council. The main objective of the study was to determine challenges faced by the council and residents of Kasama in delivering and accessing social services while the specific objectives were to: 1. Identify factors affecting employee performance at the council 2. Investigate the effect of training on performance at the council 3. Examine the role played by the management of the council in addressing the problem of dismal performance at the local authority 4. Suggest appropriate strategies that would help improve service delivery at the council.
