The evaluation of management is a necessity in view of the transformations that are being developed with the new Improvement in Cuban Primary Education. It is necessary to systematically evaluate the management of the principal in the educational process in order to verify the desired school improvement foreseen in the current primary school model. The weaknesses detected in this research topic reflect the limited theoretical treatment offered by the studies of Educational Evaluation as well as by those of Educational Management and the System Approach.
