Becoming an urban legend is a lot like teaching someone a new hobby, it is all about repetition. Repetition and reason. A man can snap, grab a gun and go shoot someone everyday for a few weeks before he vanishes from the public eye and the cops claim that he was taken down. How long do the rumors last? How long do people wonder if he truly did die? Only as long as it is relevant. If that same man snapped as a grocery clerk and took that gun into supermarkets, only shooting people who choose plastic over paper... That would make most people think twice before choosing plastic even months after the guy is for sure dead. But when it came to the Eyeball Killer...the man who took out an eyeball from every one of his victims, he became an urban legend overnight...
