What is the path leading to a stronger Pakistani state? After nearly 60 years of independence, Pakistan is not the nation its creators envisioned when British rule ended in 1947. In his first address to the Constituent Assembly, Muhammed Ali Jinnah, Pakistan's founding father, described his dreams for the new country: a secular state with freedom of religion and intolerant of corruption, nepotism, and black-marketeering (Jinnah 1947). Sadly, his dreams have not become a reality.
