Public policies are important variables in the development of a society. The understanding of public policy, the perception of development and the types of indicators used to assess development have advanced over time, no longer being initially identified by the economic success, moving on to the socioeconomic and, currently, focused on the systemic bias, clothing that incorporates more complex dimensions than the economic and social dimensions. However, there are public policies that still do not adopt these changes, either by government choice, or because they suffer some constraints - such as the institutional weight that can be explained by the theoretical current called historical institutionalism - or other factors. Thus, our objective is to analyse the Paraná Development Policy (2008-2011) from the neoinstitutionalist perspective, understand the context of elaboration of this government policy and recognise the concepts and development indicators used.
