Yarkulov Alisher Atakulovich - nasceu a 1 de maio de 1975 na aldeia de Qarongovul, no distrito de Nurota, em Samarcanda. Em 1998, licenciou-se em História na Universidade Estatal de Samarkand. Até à data, publicou 1 monografia e mais de 25 artigos de investigação.
