JACK R. FISCHEL is the author of two books, The Holocaust and Historical Dictionary of the Holocaust and editor of seven other books. He is the chair of the History Department at Millersville University and editor of Congress Monthly. SUSAN M. ORTMANN is a Graduate Student at the University of Delaware.
