Seleman Pharles erwarb seinen ersten Abschluss in Journalismus an der Universität von Dar es Salaam in Tansania. Er arbeitete bei Radio und Fernsehen der Universität als Moderator und Produzent von Sendungen. Danach arbeitete er bei einer internationalen Organisation Projects Abroad als Kommunikationsbeauftragter, bevor er nach China ging. Er ist Kandidat für Public Management an der UESTC.
