"What matters is not to know the world but to change it", Frantz Fanon, Black Skin, White Mask. Dependency syndrome though popular in the development lexicon is however not adequate in explaining the continued underdevelopment and development of some African countries. There is extensive literature on the International Monetary Fund and development in Africa yet like what Fanon pointed out, what matters is not to know the world but to change it-pragmatic and realistic measures are needed to improve and adjust some African economies as a pathway to development.
