This paper concerns itself with, not how to successfully fight an IW campaign, but who should lead these efforts in a whole of government approach. Presidents have used czars within their administrations for a myriad of reasons but the underlying basis has been to have a focal point to direct a whole-of-government approach respective to their assignment. To confront the challenges before us, we must strengthen the capacity of the other elements of national power, leveraging the full potential of the interagency and have a single person responsible to the president for leading these efforts and with the authority to implement them - the IW Czar.
