This paper presents a diagnosis of the main characteristics of the population living in the Central Region of the City of São Paulo, which has undergone an intense process of urbanization and, subsequently, degradation and emptying, as the city's economic center moves to other regions. The analysis focuses especially on the contingent of young people and adolescents in situations of vulnerability and social risk and their need for institutional support, especially with regard to qualifications and their access to the job market. In the first stage, a theoretical analysis is made of the premises of urbanization and its consequences for the deterioration of a region and the social exclusion of many of its inhabitants, as well as the role of public policies for social inclusion in local socio-economic development. It then addresses the issue of youth work in the Brazilian labor market, especially in urban centers, and some of the main bills focused on this public, with the aim of providing parameters for the development of public policies to generate work and income for the insertion of these young people and their permanence in the labor market.
