As a matter of fact, despite Italian strong commitment abroad in military operations, its strategic culture, completely structures on peace and multilateral frameworks, due to historical and cultural factors and also to the constraints of the article 11 of its Constitution, has in some way affected the evolution of Italian foreign defense policy. This not only is in contrast with its active and constant commitment abroad, but has also practical consequences evident in the lack of a restoration of Military doctrine and more in particular of Military Codes, which should take into account the recent developments of the International Law of War, and in the operational conductance: military missions often lack adequate resources and adequate Rules of engagement.
