Growing up poor on an orange farm, Taylor Shaw enlists the help of her junior college professor, Rick Miller, to help her find the kidnapped girl for whom she babysat. Taylor was beaten and uses the settlement money to put herself through college and law school. Taylor and Rick marry. Taylor begins working in the Attorney General's office in the environmental law division. Her boss warns her against being overly aggressive. Trey St. James is hired to insinuate himself into her group and to spy on her. Believing that civil and administrative penalties are not sufficient to deter corporations from toxic waste dumping, Taylor decides to pursue criminal sanctions instead. She is given a tip that one of the largest corporations in the area is planning an illegal dumping, and she resolves to go to the dump site. Trey insists upon going with her. After the dumping, rather than allowing her to return to work, Trey kidnaps her and takes her to the corporation's office. She is held in a cage pending being taken to the roof from which she is to be thrown. Rick learns that Taylor has been kidnapped and solicits the help of Moose, Bart, Dave, and Amanda. Rick devises a daring plan to scale the outside of the building to reach the roof to save Taylor.
