The author thoughts are that the United Nations Security Council has to put measures to be followed by country, but allow them to intervene whereby the human rights are violated, because the challenge till now UNSC doesn't allow that kind of intervention, but also it fails to intervene where there is emergence situation in order to savethe people's life as the above said case of Rwanda whereby RPF saved millions people who were in danger when UN Military failed.
