The main purpose and aim of this work is to develop a new model of career guidance for persons with special needs that will be efficient in today's time of swift changes in the labour market, occupations and lifelong education. For this purpose, we explain the key terms, which are fundamental for understanding the new model, which is a key goal of the work. The new model is set up on contemporary theoretical findings of theories of career development in the world, and on the empirical analyses of career guidance activities. It is a new concept, in which an inclusive paradigm is implemented. This paradigm abandons the medical approach as the basis for dealing with the persons with special needs in career decision-making, and considers those personality characteristics of an individual that excel him to become competitive. Each individual possesses those characteristics. If the latter are found and established also by means of schemes and tools developed for this purpose, however, depends on an individual. The new model is based on three anchors and four career premises that are the building stones of the career decision-making process of a person with special needs.
