JULIO CSAR REYES is a journalist and Uruguayan writer. He studied at the School of Journalism (Escuela Superior de Periodismo) in Buenos Aires, Argentina, at the Faculty of Humanities and Letters of the University of the Republic of Uruguay, and later graduated in News Editing at the University of Maryland, United States. He worked as Editor of Technical Reports in the Department of Regional Development of the Organization of American States (OAS) in Washington, D.C. He has also written hundreds of articles and short stories that were published in newspapers and magazines of Montevideo, Uruguay.
