The National Service Reserve Corps (NSRC) was created by virtue of Republic Act No. 9163 otherwise known as the National Service Training Program (NSTP) Act of 2001 that mandated all graduates of the non-ROTC component of the NSTP, the Civic Welfare Training Service (CWTS), and the Literacy Training Service (LTS) shall belong to the National Service Reserve Corps (NSRC) while the ROTC graduates shall become reservists of the AFP Reserve Force. The NSTP Law made ROTC a non-compulsory training at the Tertiary level of education. On the other hand, it made NSTP mandatory for all students in all Higher Education Institutions (HEI's) and Technical Vocational Educational Training Institutions (TVET's) for courses of two (2) or more years. Students are allowed to choose any of the three (3) components of the NSTP.
