The Organic SAN Law (LOSAN), together with the National SAN Policy, the National SAN Plan and the National SAN System, is one of the structuring axes of a non-linear and complex political process that has built the legal framework for Food and Nutrition Security in Brazil. This book describes the process of its construction from the analytical point of view of the ideas, interests and institutions that took part in the process, with an emphasis on the social actors from society and the state (executive and legislative) who promoted contradictions and consensus in order for it to be ratified in September 2006. This historical analysis reveals part of a process that removes the issue from invisibility and advances the prospect of including food and nutritional security in the list of public policies that affirm social rights.
