We live in a complex and diverse society. Based on this assumption, the idea of trying to study and manage organizations, disregarding the individualities and cultural diversities, make these enterprises paradoxical. Thus, this study sought to verify the heterogeneities and homogeneities of the organizational cultures existing in a Federal Autarchy of Brazil, of the transport sector, the National Department of Transport Infrastructure (DNIT), observing the cultural manifestations of two groups of servers, the first belonging to the Special Career Plan (PEC), originated from the National Department of Highways (DNER), and the other, servers of the DNIT Career. Among the various findings of this study, it is noteworthy the finding that there are different meanings attributed by the groups of servants, considering that such homogeneities and heterogeneities, in many cases, go beyond the aspects of mere organizational management, since they involve meanings of each group and require greater understanding of the factors and facts that motivate them.
