Nacido el 30 de octubre de 1963, el abate Arsène MASUMBUKO MUNEMBWE es doctor en Teología Moral por la Universidad Pontificia de Madrid, España. Fue ordenado sacerdote el 8 de septiembre de 1990 por el Santo Padre, San Juan Pablo II, en Kagwayi, Ruanda. Entre 2009 y 2019, fue administrador general de Cáritas-Desarrollo Goma y profesor de la Universidad Pontificia de Madrid.
