Faced with the emergence and resurgence of social deviance in Congo-Zaïre in general, and Mbuji-Mayi in particular, the process of socialization and, by extension, that of resocialization, is encountering distortions and problems both upstream and downstream of Zaïro-Congolese societal structuring, especially when it comes to services specialized in this field. If the President of the Republic openly acknowledges and declares that the Congolese justice system is ill and needs to be purged, it is neither surprising nor surprising that the Zairian-Congolese penitentiary function, which depends on it, should also be ill, and even more so. Indeed, Zairian-Congolese prisons in general, and the Mbuji-Mayi Central Prison in particular, have become so devoid of their essence that they are more like centers for the desocialization and banishment of inmates than specialized environments for their serious and responsible re-education with a view to their social reintegration in the noble respect of fundamental human rights.
