The introduction of budgetary and accounting instruments around the central concept of the program is one step in a long process that will mature in the years to come. We have undertaken to "Reform performance monitoring and evaluation procedures" by making full use of the program as a lever for governance of public policies and implementation of their strategic framework. This undertaking is a good way to achieve our development ambitions. The transition from a culture of means to a culture of results, or even performance, requires mastery of the new budget management tools. Senegalese budgetary law is said to be new, not because new instruments exist but because new cultures with new practices are imposed on all actors. Among these cultures and practices, "the search for performance" is as important as it is necessary.
