The article deals with the analysis of educational management in the Peruvian educational system, based on the case of initial literacy in Communication and Mathematics in the first cycle of Regular Basic Education. The author argues that the proposals with which educational problems are addressed reveal how the neoliberal model operates within the ministerial bureaucracy and its limitations to solve them. From the exploration of three ministerial administrations and their ways of approaching the improvement of learning in the literacy process in both curricular areas, the characteristics of each of them are identified to conclude that the regime of truth (Foucault, 1992) built from neoliberalism in education installs a version of a management model that offers quality, efficiency and modernization, but that does not comply with its own parameters and principles of reference, leaving unresolved the problems that it claims to face.
