This Newport Paper examines representative instances where force has recently beenused in international relations, the circumstances under which it was used, the instructiveinternational policy and legal constructs that can be applied, and the relationshipof these policies to the minimum world order system established in Articles 2(4) and51 of the United Nations Charter.
