Given the increasing frequency and severity of anti-Semitic incidents (particularly in Western Europe) since the beginning of the 21st Century, members of the international community have been compelled to focus on such offenses with renewed energy. The Rise of Global Anti-Semitism was submitted by the US Department of State to the Committee on Foreign Relations and the Committee on International Relations in 2004. As a result, the Bureau of Democracy, Human Rights, and Labor, as part of the State Department, made it available to the general public in early 2005.
