XIAOLAN FU is Director of Sanjaya Lall Programme for Technology and Management for Development, University Lecturer in Development Studies and Fellow of Green-Templeton College at Oxford University, UK. She is the author of Exports, Foreign Direct Investment and Economic Development in China, and received the EC Gate2Growth Academic Network 2005 'European Best Paper' Award. Dr Fu serves on the Advisory Expert Group of the OECD Global Investment Forum and is President-elect of the Chinese Economic Association (Europe/UK). She is also a Senior Research Associate at the Judge Business School, University of Cambridge. LUC SOETE is Director of UNU-MERIT and Professor of International Economic Relations at Maastricht University, The Netherlands. He obtained his first degrees in economics and development economics at the University of Ghent, Belgium, before obtaining his DPhil in economics at the University of Sussex. Before coming to Maastricht in 1986, he worked at the Institute of Development Studies and the Science Policy Research Unit, both at the University of Sussex. He has published widely on the economics of technological change and innovation.
