Whereas the NGO sector in Uganda may is still be weak and fragmented with no shared vision of what it hopes to achieve in the social economic and political spheres, it should be noted that CSOs are increasingly playing critical roles in the socio-economic and political transformation of the country. In general, CSOs have attempted to influence policy through collaboration, confrontation, complementary activities and or rising people's conscious.One of the most serious problems confronting Uganda in regard to citizen participation is the continued loss of nationalism and patriotism by citizens. Good governance can best be promoted and practiced if there are checks and balances that are constantly instigated by concerned citizens who participate in issues that affect their society. A class-based society which creates a gap between the elite, and the ordinary citizen, or the urban based and the rural based citizens.
