Over the 2007-2013, officials of the Economic Community of West African States (ECOWAS) have demonstrated a real political will to rely on the Protocol on the Mechanism for Conflict Prevention, Management and Resolution, Peacekeeping and Security adopted in December, 1999 and the Supplementary Protocol on Democracy and Good Governance adopted in December, 2001 to positively influence political and security developments. The ECOWAS Commission is clearly committed to playing its part by dispatching fact finding and election observer missions, by appointing special representatives and mediators as well as initiating the establishment of international contact groups. The Commission has also defended the new values upheld by the regional organization through firm public condemnation of human rights violations perpetrated by the armed forces in countries in the last few years. The will to act and defend the principles of constitutional convergence that the organizational adopted is, however, not enough to make a decisive contribution to the quest for lasting peace and security in especially difficult situations.
